Premier Ndlovu announced the appointment of a capable Executive Council, adhering to the Constitution of South Africa. The newly appointed members were congratulated and urged to reflect on key questions concerning their eligibility, knowledge of the ANC manifesto, core values, and readiness to capacitate themselves in their new roles.

Building a capable state is a top priority, with a focus on delivering quality services. Premier Ndlovu said he will personally visit all municipalities within the next 100 days to understand their challenges and provide assistance within the legal framework.
Public-private partnerships will be strengthened through a multimillion-rand fund supported by financial institutions, mining companies, the corporate sector, and SETAs. Premier Ndlovu committed that this fund aims to support SMMEs and youth skills development.
Youth development programs, including the Premier’s Youth Development Fund, will be reviewed and enhanced to ensure meaningful impact, Premier Ndlovu said. Infrastructure projects will focus on absorbing unemployed graduates in partnership with SETAs, with incentives for the private sector to participate.
Service delivery will be prioritized, focusing on water, sanitation, road infrastructure, health services, and safety. Premier Ndlovu said the District Development Model will guide engagement with stakeholders, including voters and businesses.
Addressing challenges such as high unemployment and crime is crucial. Premier Ndlovu emphasized the need to work with the National Government to increase police visibility and strengthen crime intelligence. Fiscal discipline will be ensured to avoid forfeiture of funds due to non-spending by certain agencies, he said.
Premier Ndlovu called on the Executive Council to embrace their new roles with humility and determination, urging them to capacitate themselves, align with performance plans, and adhere to audit outcomes and regulations.
